2. Introduction
Yan Erbao, the Professor and Doctoral Supervisor at Nankai University Law School, Director of the Teaching and Research Section of the Constitution and Administrative Law, Doctor of Law, the former Judge of the Administrative Court of the Shandong Provincial High People’s Court.
Professor Yan has published two monographs in Law Publishing House and People’s Publishing House, co-compiled nine works with others, translated two translations, compiled six textbooks, published 47 papers, and presided over more than nine projects including the National Social Science Fund Project.
Professor Yan is also the Director of China Administrative Law Research Association, Standing Director of the Administrative Rule of Law Branch of the China Society of Behavioral Law, Adjunct Professor at the State Attorney’s College, Researcher at the Taiwan Region Law Research Center, China University of Political Science and Law, Researcher at the Taiwan of China, Hong Kong of China and Macao of China Law Research Center, Nankai University, Member of the Academic Committee of the Local Government Rule of Law Construction Research Center of Northwest University of Political Science and Law, Legislative advisory expert of the Standing Committee of Tianjin Municipal People’s Congress, Special Experts of Tianjin Court Trial Practice Issues Research Center, Member of the Expert Committee of the Tianjin Court Case Research Center, Member of the Expert Advisory Committee of Tianjin Municipal People’s Procuratorate and Legal counsel of Wuqing District People’s Government.
“On the revision path of the Administrative Procedure Law: Taking the litigation theory of the litigants as a reference”, won the second prize of the 15th Excellent Social Science Achievements in Tianjin. “Analysis on Article 25 of Regulations on Housing Collection and Compensation 25 of State-owned Land”, won the Excellent Achievement Award of Tianjin Social Science Society in 2011. “Research on the Principles of Integrity and Credit in Administrative Law”, won the third prize of the 12th Excellent Social Science Achievements in Tianjin. “On the Payment Administration Based on the German-Japanese Administrative Law” won the 8th Excellent Paper Award in Humanities and Social Sciences of the Asian Research Center of Nankai University. “Restatement of Administrative Nonfeasance” won the third prize of 2007 thesis of Administrative Law Research Society. “The Government’s Unilateral Promise about the Escape from Administrative to Private Law” won the first prize of Supreme People’s Court Rongcheng Cup. “Preliminary Discussion on Procedure and Administrative Behavior” won the second prize of “Golden Sword Cultural Project” in the Ministry of Justice in 1997.
“On the Behavior of Administrative Facts” won the first prize of the theoretical research results of the first Shandong Province Court System. “On the Restricted Cancellation of the Legal Purity and Stability of the Tension and Its Release”, won the third prize of the systematic theoretical research results of the Second Shandong Provincial Court. “False Administrative Behavior and Draft Administrative Litigation” won the third prize of the systematic theoretical research results of the third Shandong Provincial Court.
