2.Introduction:

Li Xiaobing is the Associate Professor of Nankai University School of Law. He graduated from Renmin University of China with J.D. under the supervision of Professor Xu Chongde, a famous constitutionalist in China. Li is the Executive Director of the Center of Taiwan, Hong Kong and Macau Law . He has been to Université Paris I - Panthéon-Sorbonne, Irish Centre for Human Rights and the Institution Iurisprudentiae Academia Sinica (Taipei) as a Visiting Scholar. He has also visited the French National Assembly, the French Senate, the French Constitutional Council, the European Parliament, the Council of Europe, the European Court of Human Rights, the Constitutional Court of Korea, the Legislative Council of the HKSAR, the Department of Justice of the HKSAR, the Equal Opportunities Commission of Hong Kong, and the Labor Commission of the Executive Yuan of Taiwan. He has conducted academic exchanges with the Labor Council of the Executive Yuan and other institutions.

 

Professor Li serves as the Director of the Chinese Society of Constitutional Law, the Cross-Strait Relations Law Society, the Hong Kong One Country Two Systems Youth Forum, and the Vice Chairman of the Macau Law Society. He is the Executive Director of the Chinese Society of European Law, Vice Chairman of the Tianjin Law Society’s Constitutional Law Branch, Legislative Advisory Expert of the Tianjin People’s Congress Standing Committee,Tianjin Municipal Agricultural Working Committee and the Tianjin Municipal Working Committee on Taiwan, Legislative Translation Expert of the Tianjin Municipal People’s Government. He is also a member of the Expert Group for the Study of Taiwan in Tianjin, Deputy Head of the working group for the revision of laws and regulations related to Taiwan in Tianjin, member of the Lecturer Group for the Sixth Five-Year Plan and Seventh Five-Year Plan of Tianjin,and a member of the Legal Think Tank of Tianjin government, Special Guest of the Training Center of Judicial Police in Tianjin.

Professor Li is a part-time researcher at the Institute of European and Comparative Law of Harbin Institute of Technology, the Center for Legal Studies in One Country Two Systems, Beihang University Law School and the Human Rights Research Center of Nankai University (a national human rights education and training base),a Special Researcher of the United Front High-end Think Tank of the Central Institute of Socialism. He is a member of the Chinese Law Society, the National Association of Hong Kong and Macao Studies, the Hong Kong Basic Law and Macau Basic Law Society, l'Association Française de Droit et d'Economie Chinoise (AJECF) .Professor Li has been selected as a member of Nankai University Distinguished Young Teachers Lecturer Group, Advisor of Nankai University Debate Team in the First Tianjin Student Debate Competition (2014), Legal Advisor of Nankai University, Academic Advisor of Cross-Strait Relations Network, Academic Editorial Board Member of Basic Law Research (Macau), columnist of Observer and China Net.
